If you have 7 pairs and the rest of the tiles form a pong (3 identical tiles) or a chow (3 consecutive tiles of the same suit), that's a win. The rest of the tiles have to form a set/meld. Same with Escalera, the rest of the tiles must be complete sets with 2 pongs and/or chows and a pair.
Yes, except kung ang winning tiles mo ay chow or escalera. Consecutive numbers. You can only take the tile from your left side player to complete a chow or escalera. Thank you for watching. 🙏
Good question! If you draw a 4th 3 stick on this scenario, you may keep it and have 4 of a kind. Place all 4 tiles face down and declare a "secret". If one of the other players need the 3stick to win, they won't know you have it and have an advantage. You need another tile to discard and keep playing. You will need to draw from the tile wall clockwise direction to replace the 1 secret tile. If you draw 1, 4 or 7 balls you win. If not, you may discard a tile and continue, until a player wins.
If you are trying to complete a "chow"(consecutive numbers) you can only steal from your left. But you can steal from any other player if you're trying to complete a "pong/Kang" (identical tiles).

Sometimes 2 player may need the same tile to win. If this tile was discarded by a player, the next person in order of draw (clockwise direction) gets the tile and win. I have not encountered a joker tile in Filipino Mahjong yet. But I think it is included in other Asian or American Mahjong sets. And treated as an honor tile or wild card.

Whats the other special winning tile sets beside escalera and 7 pairs?
