Seems to me you should take lots of pictures of the civilians walking, along with the Park sign. Ask them what they are then give stickers for each time they incorrectly answer.

The fact that emergency vehicles and trucks for loading and unloading are legally allowed to drive on the sidewalk was their first fuck up. Russia should have thousands of meter maids going around issuing tickets. Easy fix.

Here in Norway its easy.We have poles that closes off the walkway for pedestrians. And nr 2 is that we clearly respect the laws when it comes to pedestrians better than Russians
Yeah, and we Norwegians also respect the politicians that have outsourced our independence to foreign powers. As long as we have enough money for a big house, a couple of cars, a cabin and 2-3 holidays per year, we care for nothing else. Sure, Russia has terrible traffic behaviour, but at least they are proud enough and strong enough to have and keep their country independent. So for my fellow Norwegians, don't go online bragging about how saintlike we are because we're not!

i agree. those signs are placed horribly. to be in a driver's line of sight, they should be lower and in a direction that can be seen by those turning onto the sidewalk. of course this is a somewhat moot point in that they should know what a sidewalk is, and that they aren't allowed to drive onto it.

There seems to be an in-built problem with so many of these Pedestrian walkways in that there are no bollards strategically placed to deter the selfish car drivers who disregard the law. If emergency vehicles need to use the Walkways, then very obvious signage must be placed prominently.

Like SAD puts a sticker on the windscreen of a CAR as a sign of protest against the Driver. Driver drive on the sidewalk as a sign of protest for lack of infrastructure.
Just because there is no rule to put stickers on the windscreen, doesn't make it legal. And just because there is a rule, doesn't mean that its a well thought one.
The solution is not in shaming these people on the internet, rather working on a solution.
That logic is incredibly dangerous to innocent pedestrians, innocent pedestrians who deserve the right to walk safely without the threat of numerous two tonne machines that will trivial maim and kill the pedestrians.

Barriers like that will also prevent excepted vehicles from accessing the sidewalk:
1) Emergency vehicles attending to an emergency
2) Delivery vehicles in the business of loading who have no other access to the business place
3) Road maintenance vehicles attending to road maintenance duties
So what does it take to get the city council to put up some kind of barrier, obstacle, or device to simply solve this problem?

It's not a "simply solve this problem". Snow plows, trucks loading and unloading, emergency vehicles and other allowed vehicles still need to be able to go through. Since they now have signs clearly saying its a pedestrian only zone and they still park there, a barrier wouldn't help anyway. They would just go around it and drive through the lawn.
