I do believe he cares for Villanelle, maybe even loves her - but he loves himself much more to the point where he uses love/affection to manipulate other people (including V). At the time of the season 3 finale Villanelle has come to realize Konstantin will never make big sacrifices for her, which is why she also doesn't want to run away with him any longer ("you're not family").
So glad they wrote a much bigger part of Konstantin, it wouldn't be the same without him. I just love the relationship between him and Villanelle, the humour, the body language, the chemistry...such fun!
