Story wise.. klee burn down entire wolfdom mountain, which make razor and wolf pack cant hunt. Then she got scolded by jean and locked up in detention room on second floor of the knight office (the room that we cannot access). And after our fight with storm terror , she is back.
I think you meant the room besides the jeans room not the second floor, you can interact with the guard standing he'll tell you about what klee is doing inside that room such us making new bombs.
