That last bit was "Shout out to Polka making some absolute frickin' bangers" meaning he wanted to acknowledge that Polka makes amazing music. A "Shout out" in this context is like... "If you ever watch this, here's what I want to say to you", kinda. It's more difficult to explain with precision than I thought it would be lol
