and the rest kinda just are lol
but its still kinda confusing cuz some characters fall into a category but are obviously way stronger. (ex: mihawk, garp)

Y'all can't sleep on Sengoku, so far he's the only Marine with conquerers haki, he has a mythical zoan that kinda gives him a weaker version of whiteboards ability, which is still pretty op. Plus the respect he gets for being the fleet admiral and fighting Roger, Whitebeard, and Shiki. May be old but he'd tax Luffy right now imo (well... Maybe not after wano)
