I agree. A rewrite to me is refining your scenes, characters and plot in a substantive way. I think of writing a story kinda like pulling off a heist, you can have a brilliant plan (outline) but variables can change when you actually get into the nitty gritty, so you have to adapt.
Developmental, Line, and Copy editing. If you outline well----and adhere to it----you will have less developmental editing to do (assuming you know what you are doing). Line edits are your grammar, spelling, and so on. The better the craft, the better the chance of a sale (spec).
And at the same time know when to not adhere to your outline, it's okay to end up making drastic changes, because the goal is to tell the best story possible.
