remember that time CDPR said they don't want players have the ability to play more than 1 card a turn - and then changing all leader abilities that could do that? - this were the times huh.

Pretty sure they meant 2 cards freely like playing a defender and another card at the same time. Of course there are still ways to do so with specific cards like battlestations, sabbath (summon technically), etc but they have their own restrictions.
