Sorry for the late reply. This tool is a modified T puller with a small wire added. You can purchase it from some of our distributors like West Marine in store or online.
The twine in the video is nylon and we also use polyester for stitching. We don't normally use taper strands to stitch with and recommend twine (polyester or nylon) for the best results.
Would it make sense to apply tension on the fresh eye splice before lock stitching? If so, is there a suggested value (eg __% of MBS ). If not what’s the rationale?
That’s a great question! We recommend pinning the vertex of the eye (base of the eye) with an awl or spike, milking all the slack out of the splice with good force and stitching afterwards.

This looks like a Dyneema/Amsteel splice. Is the twine polyester or nylon? If so, could you use strands from the taper for this?
