If only I had a chance precludes others from having a chance, whereas If I only had a chance implies that I don't have a chance, but that if I did I could be able to do something.

However, just to confirm that English can be contrary, many years ago there was a famous song by John Rowles called “If I Only Had Time”. However, in everyday English in America, I don't know if this is also the case in Canada, they prefer to use the pattern; would have. So Americans will usually say it like; I wish I would have studied more and I wish I wouldn't have eaten so much!! I suppose it's a wrong structure but they use it anyway!!
