When I play I call them, "my brave dragonslayers", I put them in the offensive accompanied by guards and with some good timing they blow up tanks like kubelwagens.

incorrect,40k was based on warhammer fanasty and such,certain sub factions are based on things (Death korps of krieg being germans durning WW1 and partly 2 based as a example) like that but not overall

True: I rather like the way they're depicted in Bolt Action: inexperienced troops, and you're allowed to downgrade the squad to include men with no rifles, or make them Shirkers (which gives them a chance of failing to follow orders even if they're not currently under fire or otherwise suppressed).
@Aleksa Petrovic Penal spam is viable for 3x3 or 4x4 games where slower start doesn't mean that much. And having a blob of them can oneshot even Konigstiger, should they manage to get closer to place deadly satchel charges.

For example the first ever penal battalion consisted exclusively of disgraced officers. And their jobs were pretty dangerous, so why not give them good equipment and make use of them.

There are missing lines which I categories into miscellaneous such as when you order them to move a lengthy distance he will say "It's just a little further, stay strong". Lot's of units have these which I find odd no one on RUclips posted them.
Can we all not look at the Hollywood interpretation of Soviet Russia and remember they lost over 26 million men in combat and recruited over 36 million and even if a soldier was sent to a penal battalion he could redeem himself return to his unit with new medals and decorations

Penals bully the hell out of Volks and pgrens, iirc in OKW only Obers and Fallschirmjäger can beat them 1:1, while Ostheer has to rely on pgrens. And back when they get flamethrowers instead of PTRS, they ate every non-doctrine infantry Axis had.
I spent most of my time playing Wikinger's mod far i know Ostheer's pzgren are generally BiS but that mod did OKW dirty mainly they're pzgren are terrible even soviets's penal and conscripts are better somewhat penals mainly once vet 3 can become a fallschirmjager but better even the guards are also op able to use thompson and m9 bazooka just makes german tanks like swiss cheese
