Because this skit was designed around what the silly human can relate to. This is pure speculation, those tiny vestigial arms are just that. The creators saw some video of a bird courtship dance and thought wow, this would be a great punch line. Throw some dainty violin in there and some David Attenborough and you are sold.
It's actually very plausible that at least one abelisaurid did this lol as Attenborough explains, their forelimbs are extremely odd because outside of the ball and socket joint that allows them to rudder about like oars they can't do anything, so being used in a bizarre mating display is really the only plausible explanation for their function

If they were entirely useless, they'd be expected to be even more vestigal, so no 360° rotation with the arms (something that other theropods aren't really capable of). But yes, the display structure suggestion is largely speculative.

It’s because they actually put lips on it that cover the teeth when the mouth is closed. It takes away the movie monster effect and shows these dinosaurs for what they truly are…animals.
We actually know what the skin of Carnotaurus would have looked like, since the holotype of the species and only specimen preserves the skin along much of the body. We know it was scaly and lipped, but unfortunately the exact arrangement and natures of the larger scales is incorrect in Prehistoric Planet. Essentially, the scientists working on the new description of the specimen and its scales and those working Prehistoric Planet had some communication difficulties or something, resulting in the Carnotaurus having osteoderms (bony scales) in regular arrangements, as is seen in Ceratosaurus (both are ceratosaurs). But in actuality, Carnotaurus did not have osteoderms, just large and irregular feature scales that weren't actually evenly distributed at all. It's a bit of a pity, but the Prehistoric Planet Carnotaurus remains an excellent and very accurate depiction.

I adore the Carnotaurus from Prehistoric Planet, it looks beautiful and brilliant in my opinion and it’s one point with Dino King 2 Carnotaurus and the Carnotaurus from Dinosaur 2000 as one of my all time favorite Carnotaurus designs like ever in my opinion. I really hope you’ll do more dinosaur scenes in Prehistoric Planet soon because I adore Prehistoric Planet.

Then the terrifying thought came in my head of how scary life would be if these carnivores were alive on modern day. Not only by their massive size, but how fast these things could run would give any man or woman a heart attack. The thought alone scares me…
Remember in Disney’s “Dinosaur” movie where these things were portrayed as “if T-Rex and the devil had a baby?” My childhood fear has been entirely replaced with adoration for this jazzy boi
I like to imgine that the dance actually worked and the female was accepting him, but because of that little fallen branch in the end, she rejected him for not completely cleaning the stage.

Look at the moas of New Zealand - no wings at all, not even vestigial. And how there are species of salamanders and lizards that have lost one pair of legs

I liked what they did with Prehistoric Planet in that they portrayed the dinosaurs as they actually were, animals who were no different than any alive today. I think Jurassic Park to an extent did something similar but in some instances, they were portrayed as fantastical creatures. EDIT: I hope they do more seasons exploring the animals after Dinosaurs were no longer around, up until humans came along.
