It is likely there will never be a novice server in the west.
They did that in china because of the new law about gambling in games and to trick people into give them money by "first buy double reward" stuff in china.
It is not made of pure will by the company but it is made to at least get a littlebit of money by the zeny buyer. (a better then nothing thing)
Its better to not wait for it and just be happy if they decide to do so.
