Yes it is, however - Alan's bike isn't on the road here, and is actually being shown off - the absolute perfect time to use a silver on black show plate. But you're right - only vehicles registered before 1st January 1976 (it rolls over on 1st April every year - go figure... 2 more years for my CB :D ) or on a Q plate can use silver on black. Swapped them bars on your VT yet? :P
