Each convention has its own set of rules so it varies between each one, but in general; just don't be a prick. Examples of the rules include: Don't ask personally specific questions (like what street they live), don't ask the guest to do a voice/draw something/etc (that can violate union rules as you asking them to do a voice or drawing is technically hiring someone), giving gifts is not the right time in a Q&A panel with guests (they have autograph sessions where you can give it to them and would be more intimate than a Q&A panel), keeping questions to only one questions per turn if there is a lot of people waiting in line (that is to give as many people a chance to ask at least one of their questions), keeping questions related to the topic of the panel if the panel is a panel related to a show/comic/anime/manga/etc (this is not really enforced if it is just a single guest panel and does not have a specific topic of a show/comic/anime/manga), don't ask for character relationship questions, don't ask general philosophical questions (this waste time that could be used for more questions related to the topic of the panel), no political questions (technically could be marked as personally specific questions but it sometimes needed to be re-emphasized), no questions related to crypto and NFT, and many more. This is just a small number of rules we have seen and varies between each panel (including those listed and not listed).
