That was the main advancement from the Geno Saurer. It could fire from the air or from the ground without the foot locks. However, from the fact that it still has and often uses the foot locks, we can assume that the Geno Breaker needs to be anchored to fire it's Charged Particle Cannon at its full power (such as against the Ultimate Death Saurer). Given the power of the Blade Liger's thrusters, I don't think it's much a stretch for the Geno Breaker to have thrusters powerful enough to counteract the CPC recoil at lower firing powers.
