I hope you are right dude in so much as if the mel/black rose storyline are to be resolved in act 3 it feels like it's likely to feel too rushed. It makes much more sense if the whole black rose theme is a lead into the next story that riot are intending to tell.
I actually dont think they shouldnt jump straight into Noxus vs Demacia. I think they should focus on Ionia first and the invasion there. We need to establish Noxus as not just an individual family capable of infiltrating the political landscape of a city scape but an entire colonial powerhouse capable of occupying major countries or landmasses. You could focus the story on Zed vs Shen, Akali's struggle with "neutrality vs rebellion", or just go fuck it full game of thrones and center the story on some kind of coalition of defenders between Irelia, Karma, Yasuo, Master Yi, Lee Sin, Xayah, Zed and whoever else might want to be involved. The whole show could focus on the politics of trying to recruit other nations as allies to throw off an invader/occupier while minimizing damage to your lands and people, culminating in Noxus using Zaunite chemical weapons given to Ambessa through Singed, causing a genocide that escalates the war to the point where Demacia finally says "alright, enough is enough." Then have a Runeterran war, have Shurima rise and they deal with Azir, someone accidentally unleashes the void sort of like icathia, and after they deal with the void and Runeterra is in shambles with thousands or millions dead, only then can you do the harrowing/shadow isles.
