I mean, he could literally train to be superhuman. Stain had nothing to enhance his body and yet he was zipping around alleyways and was strong enough to cut through ice. Even without a Quirk, anyone can train their body to a Superhuman type of level in My Hero Academia.

What if deku had overclock as a quirk ( with ofa he would be op) how overclock works is that it allows the user to seemingly accelerate to extreme speeds, to the point that to the user, it looks like nothing is moving. Overclock also allows the user to heal faster, see faster ( I know it doesn’t make sense, see faster lol), and lastly think faster and obviously move faster

As strong as he becomes they can't let quirkless people in Hero Schools. Unless he can make craters in the ground and/or he's as strong as Teen Goku vs Piccolo they wouldn't be interested in him.
If he is recognized by his intelligence then it could be possible to be in the support course. But not the hero course.
