Just look in your task manager for another instance of gta v running. End that task and try it should work. :)

i am definitely not the type of person to just try things with out research but seeing that this was a steam error and had nothing to do with rock star or the launcher this actually did work after the restart , this fixed my steam error!

ONLY DELETE "hosts" FOLDER inside the "etc" folder.
1. navigate to the "Windows" folder.
2. Look for the "System32" folder.
3. Go to "drivers".
4. GO to "etc" folder
5. Finally locate the "hosts" folder and delete. However, if you're unsure of whether or not you want to delete it, I would suggest moving the "hosts" outside of the folder location onto your desktop or any other preferred location.
Just a quick recap of how to find the file location:
(C:) > Windows > System32 > drivers > etc > hosts

As sad as it is that a 7 year old game still has launch issues, this too was not a solution for me. I have most likely researched all forums and videos for the "solutions" to this issue but have yet to come up fruitful. The issue seems to be resulting from Epic Games Launcher and/or Rockstar Social Club. Which is specifically the culprit is beyond me. It is funny that having bought this game, I cannot play this while others who have acquired it through shady means can. Frustrating, really.

For anyone that is hesitant to delete the file like me I have a fix that worked for me not necessarily saying it will work for everyone but what I did was right click on the rockstar games launcher and ran it as an administrator and it opened hope this helps

Guys it really worked for me, but I only deleted socail club part. I was skeptical abt sys32 file. And luckly worked. before you delete socail club file keep a backup of it.
Just close the notification and laucnh the game normally
it doesn't let me delete cocial club because the file is on another program and even tho i restart it doesn't let me start

I seem to be the only one still running into issues. I fallowed each step down to the letter, reset multiple times and the rocstar start up never launches. Its been 3 hours and im convinced the game doesnt work. Iv tried re installing the appcache to see if any files were corrupt to no avail. Is their another fix to this issue? I really hate the fact iv wasted 80 dollers on a game that doesn't function.

really man? thats a system file, wich means if u delete it ur pc will get corrupted and that system file isnt anything about gta.
none of these videos are helping with fixing this stuff. now its saying windows cannot find redistributables/rockstar-games-epic.exe. make sure u typed the name in correctly and try again. and unable to launch game please verify ur data
