Wonder if deep bore wells in reservoirs could help? Drill the wells with some sort of cap with a valve like an oil well and have periodic releases instead of just wasting it downstream. I know it’s expensive but since when did the government have a problem spending money on stuff that is frivolous and woke, this might actually help. That is where runoff and such percolate through the soil and fill aquifers. Most likely a reservoir will not be built in that area because the earth would not be stable enough to support the water weight. If aquifers are within a economical distance, you could design a injection pump to take reservoir water and inject back into groundwater. Las Vegas, NV has this system in place already. roughly 10% of LV water is drawn from ground water. times that the total allotment was not used from the river, that additional amount is pumped into the aquifer. Kind of like a piggy bank for the future needs. The ground water was overcome by the population back in the 1960s. LV would still be about the same size, if not smaller if they did get river rights.

I sincerely hope that California and all the other western states, have learned from the droughts they have suffered through. I hope they conserve their water resources. And not waste it on frivolous things like fountains, pools, golf courses, and lawns. They can plant Native drought tolerant plants in their yards. They need to save their water for crops. Vast amounts of ag around AZ most of which is dependent on diminishing Colorado river water or a continuously sinking ground water table. I'm well aware of Californias importance as a food source for the nation, but there is a huge amount of wasted water going to crops like Pecan's etc which are far more water intensive and of no use whatever other than as as a luxury item.
