When that sailboat starts its engine it is being propelled by machinery and therefore considered a power driven vessel. If the sailboat had no engine and it was under 7 meters then the steaming light is not required. Most sailboats have an engine and the proper lights to light them as power driven vessels.

A sailboat under power is considered a power driven vessel so it is no longer a sailing vessel.
