Most modern city in the world? BGC, at best, is only a 4th tier city in China. Yes, only a 4th tier by Chinese standards based on GDP and modern infrastructure. There are dozens of cities in China that are tier 2 and 3 that are better than BGC. By comparison, first tier cities like Shanghai, Beijing, Shenzhen, and Guangzhou are arguably the most modern cities in the world.
