There was a missing train track piece in the train exhibit. If you look at the tracks, it is a shadow of a train track piece that was missing. So if you put in the missing train track piece, you have access to ride the train. The train that you will see after you put in the missing track piece is one locomotive, one passenger car and one caboose.
You are correct, the Scarescraper was in the original 3DS game. I used to spend so much of my free time playing it and it did help me through the Treacherous Mansion as well as that final upgrade. If I remember correctly, the one mission back then I had major trouble with was E-5 Paranormal Chaos. I kept getting hit and being on the 3DS with smaller buttons, it really did kill your thumbs. Anyways, I hope you did enjoy the game. Dark Moon was my favourite 3DS game. 😊
I had a blast with the game! I've heard some people say that Luigi's Mansion 2 was their least favourite in the series, so I was surprised at how much I enjoyed it when I played it

How to do it: Use a dark-light on the floor to reveal the missing set of train tracks so that the train can go into the room.
