Hey, Yup is indeed its the Steam version of the game with the UEVR mod which injects the VR aspects of the game, I'm playing with the Quest 3.
Can you install and play Hogwarts legacy on Meta Quest 3S ?
Not directly but it'll work the same way as I play it here which is via a PC with the Luke Ross VR mod.
