I would advice building a starport in Lando as soon as possible to keep the empires in the south in check, as it defends your entire empire from the south with just one starport and open up for potential future expansions and/or trade. Having the destroyer researched and starport researching to enable cruisers seems fitting as the new heir rises. By the time he becomes leader he will have the tools he wants to go to war. I think this works with the immersion story play, like the prince is the one directing the research/funds to build the military might he will need when the time comes

Theory: Baol create robot miners, expand by creating gateways to mine resources as the face the threat of war from the Grunar. The Grunar win, and the gateways are cut off from their original AI, allowing the mining droids to become sentient after 150k years.
It's a well thought out theory but I have to disagree; the background behind the miner bot leader (big factories, smog, heavy industry) doesn't mesh well with the Baol's seeming harmony with nature. Baol are one with nature, drillbots exploit it. It seems more likely that the Gurundar - the ones who attacked the Baol - created the drillbots. Perhaps, as the Gurundar attacked the Baol, they incorporated Baol technology into their robots? Even if they seem to have killed the Baol....
Or a second theory... perhaps, if the Gurundar took over a Baol world, they deployed the drillbots onto it to extract all of the Baol resources and technology. As the drillbots gained autonomy from lacking contact with the Gurundar (when the Gurundar left for whatever reason they did? That's to be found out!), they took on some of the Baol's traits and looking more plantoid - while still drilling deeper and deeper into the soil, finding and destroying more and more Baol underground, like the relics our Roman researchers found. In other words, the robots became a Frankenstein copy of the Baol, resembling yet nothing like the Baol.
You are rapidly approaching your fleet capacity, yet your fleet is nowhere nearly powerful enough to provide a reliable defense against one threat, let alone multiple, simultaneous threats. The roving invaders who have attacked you once (and at least one other empire) would still outmatch you, and could attack anywhere, at any time. Is it to enslave civilizations; or is it perhaps to educate lesser species in virtue and piety? The Tyreen Republic is to us today, as the Greek culture was to our fathers, who after beating the hoplites did not destroy the agoras, but did learn from Greek architects. As Emperor Marcus Aurelius studied stoicism from Greek philosophers, so we might learn something from the Tyreeniens. They for sure will learn from us, just as Magna Graecia now speaks Latin. . I am always reminded of the pre-Augustan republic when I look at the Tyreen Senate. We will beat them like a father beats a son. And they will learn to appreciate the lessons we teach them.

And what we have learned so far should teach us to pay close attention lest the Roman Empire will crumble as so many other civilizations did before it. Have you not seen the devastation we have observed so far? Entire species erased from the face of the galaxy, even those, who had been established for over a thousand years. What is even worse is the fact, that their destroyers might very well be responsible for the destruction of the psychic species who's planet we had visited before. Both worlds still had remnants of super dense compounds present - we assumed - had been used to bombard these planets. It might come as a shocking revelation to you, but we came across the same material before. An analysis of debris left by the vazuran incident in the Zosma system handed to me by reliable sources leaves no doubt. The samples from these three locations are near identical. We can only vaguely imagine what greatness we could have achieved by now, to what unprecedented heights Jupiter, Mars and the Gods may have been pleased. Our focus as a civilization should be that of growth, knowledge and spirituality, so that when the time comes we may be ready to meet the destroyers of worlds and come out on top. Through our history we have always been victorious when our technological capabilities outranked our foe. Not only have our military technologies ensured our victories, but in the times of the Cloaca Maxima, the aqueducts and not least industrialisation within agriculture and production has provided total victory. These civilian projects have ensured the city of Rome and subsequently the Roman Empire has held a distinc advantage within economy, production, manpower and quality of its people, compared to its rivals. These advantages are not to be trifled with, and we would be foolish in our space age infancy to squander our growth on machines of war that will be outdated after a few years of research. Hear me, powerless we must not be, vigilance is key, seeking the right allies to fight our fight, and keeping the menace of the hive mind at bay by matching our fleet with theirs, but having allies. However my conviction is based solely on the fact that the permanence of such a boost is more impactful the longer it is in effect, as such I champion the sacrifice of some expansion speed to further our technological superiority. I may have been too harsh in my words, but I stand by the sentiment, we must expand our technological lead, the material world may come later. It seems to at least now not be a rush after having secured our position. I may or may not stand alone in my beliefs, but i find that by understanding the world around us we will grow in our understanding of the divine beings, thus our scientists need more of our resources.
We need the Ostichi and the Aldib systems in our empire, there is such a valuable source of volatile motes and exotic gases there. This resources to be used by other empires would be a danger to our romans.
I agree, except the empire already has a good defensive position there, after we secure the southern border I would agree to secure that region. Depending on how the Swarm and the Republic reacts of course, and the main priority should be the expansion of the fleet.

In regards to sciense and military My most beloved Emperor Im truly sorry but I need to sey it... I feel like our ancestors alongside of the god's Vulcan and Mars would be disapointed in us. Despite the empire bing spread around so many star systems, I only see the weakness of our fleets and the neglect of scientific progress with all the threats from tge xenos we need to militarise greatly we need to expand our fleets and armies and invest in technology that will make us able to smite our enemys with ease. No bug, rock, bird or a machine will stop the empire on its glorious march towards conquering the galaxy, the stars are manifest destiny of humanity. Influence has been low, it has been used for expansion - with new labs built the 10% increase will make more of a difference soon.

If you're superior to another empire you can ask them to be your vassal, if they decline you'll be able to force it in war.

In regards to sciense and military
My most beloved Emperor Im truly sorry but I need to sey it... I feel like our ancestors alongside of the god's Vulcan and Mars would be disapointed in us. Despite the empire bing spread around so many star systems, I only see the weakness of our fleets and the neglect of scientific progress with all the threats from tge xenos we need to militarise greatly we need to expand our fleets and armies and invest in technology that will make us able to smite our enemys with ease. No bug, rock, bird or a machine will stop the empire on its glorious march towards conquering the galaxy, the stars are manifest destiny of humanity. I will serve the empire loyaly and I will do my best to ensure that we will never trust xenos, they will lie they will cheat they will do enything to limit the empires might becouse they fear our potential, our limitless potential for expansion and conquest.
