I won't be surprised that Deepseek uses OpenGPT as a base or starting point for their project. It's perfectly normal in the open source world. It's call forking where you take another project's code and improve on it. This is actually the beauty of open source, why starts from zero and reinvents the wheel. Again, I am not surprised that China manage to get hold of H100 or the other advance GPUs.
