      Wow!! I was always told when someone is puttting this much effort into bringing someone else down, bullying and harassing ya’ll I wonder what they are trying to hide in Cooksville!! So you all are doing good saving horses from the slurred and apparently that is not allowed in Cooksville?! One wonders how much money horse plus, is taking away from these STATE Governments run offices! For theses offices to be harassing, and bullying horse plus rescue!! I am sorry but that office was beyond arrogant, this is what happens when one has to much power given to them with a badge! Tell me do they go after biclick (not spelled correctly )organization for abuse to the horses, or do they support that group?! That one office who was running his mouth sickens me and was a disgrace for the agricultural department of TN , to allow this behavior from one of their employees!
      Horse plus, and their attorney thank you for standing up and knowing your right. Best way to fight a bully is to take away their power.

      @@jer6162 He knew damned well they have 24 hours to produce that paperwork and he had no right to demand it immediately. Horse Plus is acting on the advice of their lawyers because all of this may come up in a court of law eventually, so they have to follow the letter of the law precisely. WHICH THE COP WAS NOT.

      I don't think anyone should be interested in the officers life. That is off limits.. however it is entirely appropriate to judge on the minutes spent doing their job. Professionally judging. It doesn't matter what happens on any other case. It matters what happens in this case logically. He officer shouldn't bring any issues from any other job.Of course we are seeing a short bIt. My suggestion would be for horse plus to invest in a body camera so if the situation ever happens again one of the staff perhaps in the office can put it on and record the entirety. For safety. Of course if this is legal in the particular state..

      @@stardust949 The way that officer is acting is actually a violation of his oath of office. He is acting in a way that causes public distrust of his agency, and could lead to legal complaints - causing disrepute to the agency. This is something that should lead to an investigation, and has actually caused officers in my agency to get fired.

      Why don’t the state Vet attend some of those auctions and see the conditions of some of the horses being put up for sale. Or why the coghins paperwork not matching the horses being put up for sale?

      I doubt the State vet was watching Horse Plus' Facebook page about the purchase of the horses in the Sams Club parking lot but I bet people associated with the auction were watching and they called their buddies at the ag department and then the state vet got a call.
      These people at the ag department and the state vet need to take a long hard look at themselves and what is right.

    This man needs to go to the sale barns and take his aggression out on people abusing horses. Transporting horses with false coggins. Transporting sick and injured and infected horses for food. Thats his job. Not hassling a rescue trying to save some. His priorities are wrong or hes getting a kickback somewhere. Needs investigated.

      any of us can see that it is corruption; proving it will not be easy. All the auction people, all the traders and all the kill buyers are out to shut you guys down. They cannot do it as long as your legal stuff is in order, so perhaps they think if they keep has sassing you, that you will eventually just give up. They have no clue how tenacious you are Tawnee. Your in the right, both ethically and legally.

    That vet needs to get a big fat subpoena from your attorney. As part of your literal federal case. That conduct is completely illegal and they will not stop until forced to. Oh, and don’t let state agents call you by your first name either. Make them show you respect.

      The wonderful people at HPHS don't want to spend money suing anybody. Every penny they can use to rescue horses is needed for that and that alone. No waste on legal issues will be made, I'm sure!

      Wonderful have to defend themselves no matter what. This is their livelihood for the horses, employees, horses and all they have invested into their rescue/shelter. You have to DEFEND yourself or the threat and abuse will continue. Justice for them and the horses!

The state's attorney should go to the auction to see if all the horses have coggins test. Reminds me of the movie Walking Tall, same arrogant demeanour. Stay safe.

      There's a licensed vet at every auction that does coggins on any horse that comes to the sale without one. It's required by law.
      When a seller goes to the auction office to put horse in sale, you have to present valid coggins. Are they checking to make sure the coggins matches that horse? Some do, some don't.
      Legally, you can't take a horse off your property without a valid coggins in hand, unless you're on way to vet. Since there's a vet at sale, that qualifies.
      I live in Tennessee and never had an issue. I've bought, sold, had dealers license, rescued with 501c3. I'm 58 have had horses my whole life.
      I've even been pulled over once on interstate 3 years ago by Tennessee state ag enforcement officer and asked for proof of coggins. Showed proof and was back on road with no problems.
      Under Tennessee law horses are livestock and our legal standards of adequate care are low. Local animal controls don't deal with livestock complaints, you have to file with state ag and they're the ones that go check for adequate care as defined by our laws. 90% of the time the owner says they just "rescued" that skinny horse and vet has seen it. Some officers ask for bill of sale and vets name and follow up. The rest take owners word for it.
      I cannot remember how many horses you can purchase yearly, both at auction and privately before the state requires you to have a dealers license.

    It's a damn shame that someone with big pockets is defending that horrible auction. It's hard to fight against people who are protected in shady deals with the law. Small town politics is the death of this country for people trying to do good. I lived in a small town and know all about these tactics.

      I believe you are correct about "big pockets" putting pressure and maybe even bribes out there to hassle you as much as possible. Don't forget the Tenn Walking horse people most of whom are pretty wealthy, I would not be surprised if they, some of the traders, and many of the kill buyers in addition to the auction house as well are conspiratorially working together and someones palms are being "greased".

    If the officers and Ag did not have a list of horses they were asking for Coggins on, how would they know that the Coggins belonged to those horses??? ITS NOT ROCKET SCIENCE OFFICER!....Thank you for standing up for what is right...we need more people to do so in the country! Not disrespectfully by any means, but we will stand up for justice especially to those who are abusing the system!

      Coggins requirement=Coggins match with a single horse, period. That requires checking that it does match the horse. These people are being paid off, plain and simple, and the strong arm betrays it with is behavior. The only problem I can see as a possibility is them scaring you away by accepting animals without a correct Coggins, when it is their oversight in the first place, then your problem with accepting the horse. What is the requirement of the auction in selling without a matched Coggins? I do know transferring a horse from state to state requires utd Coggins and some boarding facilities require it. With a State Vet like that the law is going to be skirted.

      He knew going in that they had no legitimate reason for being there so he tried to bluster his way through. I'd love to know the last time they made a surprise visit to the auction demanding Coggins. I'm guessing it's never happened.

    This absolutely needs to be the core of a formal complaint. The way the officer and state vet are acting is a violation of their oaths of office and code of conduct. When they get their fancy badges they have to swear to uphold the public trust and not do anything to bring the agency into disrepute. This whole situation is the sort of thing that causes people to not trust the Ag. department as a whole, and could cause the agency a major scandal if it gets spread about in the mainstream media. Edit: I am a sworn officer in a Federal agency, and I have seen officers, even high ranked ones, get disciplined and even fired for behavior less public and blatant than this.

    Since it seems the "Good ole Boys Club" is orchestrating this, I would recommend reaching out to a higher FEDERAL authority to spotlight the coercive methods of the state players. Federal authority supersedes state authority and must be followed. Your lawyer can do this.

      I believe they have already done this, to some extent---the Feds told them the auction house has no right to ban them since it is a federally sanctioned entity (in some way, probably for interstate/foreign transport?). Last I heard they were still working on that.

      If Horse Plus is incorporated outside of the State of Tennessee, they can bring an action to a federal court under the Diversity of Citizen clause. I would also explore Interstate Commerce laws for relief.

    That auction house in Cookeville needs to be shut down and since that officer knows it’s not “rocket science”, maybe he should know what the actual law, is giving a person(s) 24 hrs to show coggins. I also believe the state vet should be removed and replaced. People shouldn’t abuse positions of power based on biased opinions, which is what the officer and state vet did. I live in TN as well and am appalled at these “authority” figures.

    He is a bully and was totally surprised when you got your attorney on the phone. That's why he became hostile. He is insecure when he is challenged with facts. I say, "follow the money". Someone is paying for this harassment hoping you will be deterred. Get an investigator and follow that money. Shouldn't take long. Is the auction owner someone's relative. Wouldn't be surprised at all. Keep the chin up and steady as you go.

    I work with a department of Ag in another country. That guy was intimidating and needs to be retrained on interacting with the public. Write to you minister (if that is what they are in the USA) to complain about his actions and ask for them to explain their processes etc and why it was not told to you that you had 24 hrs. It will piss off the guy as he or his boss will have to waste time explaining or writing a response.

    Those people who are saying why not just produce the papers, or explain everything, don't understand. Its responsibility of a government to act within proper procedures. It's not HP's job to explain to them what proper procedure is. Tawnee said, which horses do you mean, we have Coggins for all our horses, and we understand we have 24 hours to produce them. All perfectly reasonable. The ranting and raving of the enforcement officer was not a lawful direction and therefore she was not required to respond to it. She'd clearly been briefed on what to do. The lawyer on the phone was just a piece of "counter-bullying" so the officers felt a little bit intimidated in their turn. If you watch the video again you'll see that she acted correctly and the officers got nowhere.

    As a law enforcement officer, he should be fully aware of all the required procedures and laws are... But taking the "it's obvious" route like he was immune from presenting the reasons and legalities of his visit says a lot. It was a bullying tactic, pure pressure on a group that's clearly got someone with a grudge going up against them. Selective inspections with no proof of the sales being "illegal" to begin with? So incredibly stupid. He doesn't want to answer questions because that's a power trip for him.

    The officers were extremely unprofessional and hostile. They were bending the law into a pretzel (an illegal one) trying to make anything stick. This stinks of corruption from the Good Ole Boys club, friends doing favors for friends BS, wouldn't be surprised if they investigated and found kickbacks and other 'perks' like vacations mixed up in this.

    The Ag. agent came in looking overly official, held his composure for a very short time and then started escalating to confrontation. His body language clearly showed his willingness and intent to harass you all. Further, when you tried to defend your actions, he verbally over rode you several times. And like a pissed off old lady, he hustled to the door and out. They we not there to work anything out, but to make you all look bad to defend their own actions. I am glad you recorded all this. Your supporters will have something strong to say about this intimidation. The agent should not ever be in a position to work with the public...period. A copy of this video should go up stream to his command and your supporters will have something to add, I am sure. It will be interesting what your attorney has to say and do about this all. Call your Sheriff about it, and your State Rep also. If you sit passively, they will be back to slander and harass. The State vet needs a strong talking to also. She intentionally defamed you all without knowing what was really going on. I do think that Big Lick is in this stirring the pot and greasing the skids. You handled it like a pro, girl.... Keep being legal, but don't lay down for this shit! You have an army of digital warriors behind you that believe in what you stand for!     In the video I just saw, two officials from the State of Tennessee made an apparently unannounced, in-person visit to Horse Plus rescue group to request or verify some paperwork regarding a purchase of six horses. However, since the organization deals with many horses, and since they have a lawyer, their lawyer (participating on speakerphone) asked one of the officials to identify the specific horses involved in this request. Unbelievably, because the organization followed their lawyer’s advice about wanting more specific information, they were accused of not cooperating. This seems very strange to me because how can you give someone a document about a horse if that horse is not specifically identified? I am puzzled why authorities would not prepare an official written request for information and send it by mail or have it in hand when they make an in-person visit. I think it would be more professional and orderly for officials to deal with the lawyer directly in future.
    I am very upset by what I witnessed in the video, which seemed to be rudeness, hostility, and intimidation on the part of one of the officials. I look forward to a successful resolution of this matter so that Horse Plus can continue their good work. Animal abuse must be stopped. No moral society can turn away from animals in distress or condone their abuse

    At the bottom of all bully-boy maneuvers are three elements: 1. Someone is making a lot of money by doing things the wrong way, so that they always end up taking all the marbles all the time. 2. The money makers are hand in glove with people in political and regulatory power, so that they form an “old boy’s club” for mutual self-protection. 3. They band together to steamroll anyone whose existence threatens their comfortable way of operating. The question for us all, as friends and supporters of HPHS, is this; what can we do individually and together to shine the bright light of state and national publicity on these bullies, and to convince those who are in power over the bullies that it is in their own best interest to back off and get out of the way of HPRS? I volunteer.

      Penelope, it’s a tough one because, say we individually contact the state vet expressing our disgust, HPHS may get more problems from this ‘good old boys club’. I’m concerned about how low these corrupted people will go.
      I think the way to go would be to contact the state representative and ask them what’s going on in this situation. It’s always best to go over the heads of these people and put in formal complaints there. Maybe we, as a collective, could write to their state rep and complain about the injustice there.

This is likely to involve grinding down systems, which will be a slow process. No problem. I’m retired and I’m not going anywhere.

    You need to get a lot smarter when dealing with these people. First of all, do not speak to them in person without a lawyer present. Being on the phone does not count. Second, if they need something, they have to communicate in writing. You need a written request with the six horses identified. Nothing should be done just with them coming by. Finally I would definitely refuse to speak to them unless they submit written requests- official written requests- just saying we want Coggins of six horses that they refused to identify is completely ridiculous.

    I used to live in Cookeville and Crossville and have never met a bigger bunch of corrupt government officials, including regular cops, anywhere else I have lived. If the Facebook page was followed so closely then they would have know which 6 horses were purchased at Sam's Club. All they had to do was come in and ask for the coggins on those 6 horses specifically. Not show a pic of just one that wasn't even purchased there. The fact that Tawny would have shown them the coggins papers if this officer wouldn't have thrown his temper tantrum and just shut his mouth, shows the level of self righteousness he holds in regards to himself.
    I honestly have to wonder if the person selling the horses isn't the one who tipped the Ag Dept off. Time for some FOIA requests to be sent to the Ag Dept and find out what was reported, when and why there were suspicions of illegal activity. Then, time to go after the Ag Department

    So interesting. So I wonder what the connection is between Cookeville and/or Horse Plus and the
    state vet.
    I don’t know if it’s a state thing or a small town thing but protectionism is real and deep and, over time, a web of relationships can happen to prevent “outsiders”. I know it’s stupid, but there are small towns and cities in which a person is an outsider unless they are 3 + generations deep in that area. It feels like a cartel. It may be a cartel of profiteers around the horse slaughter industry. Keep pushing to clean things up.
