In some instances, this may even be a whole data centre provided online for just one customer. But more commonly it is a dedicated part of a data centre provided for (rented by) a single customer.

It's open source, supports many languages and services, and allows for portability of code so there's no risk of vendor lock-in with the PaaS provider. The new "Cloud Foundry Core" initiative promotes this idea even further, defining a common set of capabilities that Cloud Foundry PaaS providers should support, and a mechanism to test this.

Certainly good connectivity is required. But I don't think cloud computing is a con. Gartner's survey of US CIOs from Dec 2010 found that over 40% expected their companies to be "mainly cloud based" by 2014. It is not for everybody. But for many cloud computing's advantages outweigh the negatives.
