At 2:30 that is actually a v-twin air pump driven by a large electric motor. Its similar to an engine, but instead of providing power, it just pushes air.
I don't understand why people have to go in and destroy shit, either. Sad thing is, it's not always kids doing it, either. They just can't leave anything alone, it's fucked up.

That "engine" looks like a pump thats ran by the motor next to it. Google industrial air compressors and you will see similar configurations.
