- U.S. President Donald Trump and first lady Melania Trump gave out candy to dressed-up kids including atop the head of a child dressed up as a minion during a White House trick-or-treat event on Monday to celebrate Halloween.
Military families, local school children and their families attended the festivities and received commemorative candy and souvenirs from the president and first lady. The White House was decorated with scores of pumpkins, enchanted trees and vines.
The U.S. Air Force String Ensemble played a mix of popular spooky tunes as the children and their families took part in the festivities.

Playing with the idea of Minions from "Despicable Me," they do things differently and silly, so they put the candy on his head. When it fell off, a lady (perhaps the kid's mother) put the candy in the kid's bag. It's not an "equal treatment" thing, but a "we're playing along with your character" thing. So it appears to me.
