Hi, thanks for your question. Heel means heel so don't go forward but stop and turn sharply so your dog follows. Train the dog in different areas and not in the same place all the time which is not always easy. Hope that helps.
she clearly already understands the command on leash - because every blow of the whistle she stops and sits - this doesn't show you how to teach the stop whistle in seconds, from the beginning.
