NO, apparently that does the exact opposite. Just shinied an already maxed really good lynx armor with another maxed one. It turned out with the same stats, just a different look. I think you're supposed to keep the stuff at a low level before turning shiny, and then upgrade it afterwards. Maybe shiny makes the stat gain from upgrading higher or it increases double upgrade chances, idk, maybe it is just for looks but for now I am going to assume you're supposed to upgrade it after turning it into a shiny

Shiny Icy Wrath doesn't increase your DMG, the only difference is the Color of the weapon.
Yes shiny doesn't make it better, it's just a great weapon to get and it's super ez to make shiny
