I feel like this game is too complex or buggy... I can't get Stranger to talk to me. There's no prompt and no icon above his head. I tried using the warp thing, it just briefly reloads the zone but no change... I can't find midnight whatever in my On Duty, what's going on? I am a new player so maybe I am just really lost at all the menu and weird interactions... Can someone please explain what I am supposed to do?
@@dynamicdcuo Omg, thank you for the answer. It was literally driving me crazy trying to figure out why. I refreshed my game state by cold rebooting my ps4 and reinstalling the game... Didn't help. I originally read the level requirement was 10 (until I specifically google level 20 requirement). Thank you so much!

I believe you need to be level 20 to have it available.
