The Angler IS blind. Its document states that it uses echolocation to map its surroundings, but its long-range echo is weak compared to its far stronger, incredibly close-range echo.

Actually the shelf has a hitbox that covers up the holes and gaps, and angler has a vision raycast so he isnt actually blind in code, its just the invisible hitbox that covers the objects

Pandemonium is actually the most blind. One time, during a lockerless run, I was hiding in a safe spot and I thought "this would actually be a great time for Pandemonium to spawn," which it did. While I hid in the safe spot, Pandemonium literally phased through the wall I was hiding behind. However, it didn't kill me, it didn't even aggro, and instead just floated right through me. I was absolutely speechless after that experience. Angler also spawned immediately after this.
