The Angler IS blind. Its document states that it uses echolocation to map its surroundings, but its long-range echo is weak compared to its far stronger, incredibly close-range echo.

While I hid in the safe spot, Pandemonium literally phased through the wall I was hiding behind. However, it didn't kill me, it didn't even aggro, and instead just floated right through me. I was absolutely speechless after that experience. Angler also spawned immediately after this.
