Doesnt really confirm anything. I have had smuglers cards with a higher balance many times before. Not saying that the chances of getting these cards get increased when your balance is below the amount required to purchase them, but I personally think its unrelated. You were just unlucky.
Alsow you got a smuglers card on your third box, so had you bought only 3 boxes you would have enough kredits to buy it permanent.

I‘ve never spend more than 2000k at once and I‘ve never recieved a smuggler card. (Already spend about 100€ or more on boxes)
Never waste your money on kredit boxes! One box provides you with a 1% chance of a permanent weapon (gold and some others such as the antonalia rk 12 only give 0.1%!)
This means that based on theoretical probability, it would take you 5,600 kredits to unlock a this weapon, and 56,000 to unlock the gold version!
well u got it in the 3rd and 5th box, what if u bought only 3 boxes u would have 1 smuggler card and still enough kredits to buy it.
