Your best bet is to ask the PVE discord server for BDO. Someone probably has an excel sheet somewhere

for all alchemy stones upgrading each step has 3% success rate starting from resplendent upgrade, so sharp->resplendent, resplendent->splendid, splendid->shiny all have 3% success rate
