It is the Hoy spirit that convicts of sin, provides power to obey, and mortifies the deeds of the body!
I don't think obedience is a condition to receive the Holy spirit, but a result of the spirit living in the heart!
On the other hand we should not harden our hearts to the voice of the spirit! We have to obey him when he speaks to us through the word of God and through conviction!
