Something that I noticed about how the game is coded is that if the game ashines a soldier to control a turret, most of the time they cannot break out of that. Usually that's not a problem because they are inside of pill boxes so you don't notice, but in the case of the rocket launchers, not only are the soldiers exposed, but they can only fire in a single direction. So if you manage to get behind them, they are actually completely docile, they cannot attack you
Actually the smartest HECU soldier that we can see in the game is the one that shoots you through the vents, not even that being enough if you cover under a car he will press the button to crush you ☝️🤓

tbf, they avoided having to live through the Seven Hour War and the subsequent Combine occupation - and it was a very quick death - so I'd say it could have ended worse for them.
I always do the same. They always aim at your head (but duck is not changing head, just your hitbox becomes smaller and you camera goes down). Same goes for half-life 2, sometimes i hold a prop with the gravity gun and they wont shoot me, but they try so be fast.
Eh... some of them look better (I prefer the crowbar, the shotgun and all the character models) but a lot of them are just sort of meh imo. Not much better, not much worse. I'd rather play with the original models since that's how they intended it.
