So I was originally gonna add Golb and Axolotl, but I did not know anything about them, so I just replaced them with The Shadow Man and Doctor Monty😅

The nightmare realms that transcends all other dimensions in the GF multiverse which has a bunch of evidence of being infinite dimensional right here, so bill is low outerversal, but he transcends the entire existence of GF, confirmed by Alex Hirsch himself which means that he is a layer beyond low outerversal.
Another argument is that even before Weirhgeddon he was a threat to the GF multiverse that still was HIDH-hyperarsal- low-outerversal with night mare realms. In a physical form, Bill was infinitely more powerful and his power was growing by the minute. Infinitely beyond low outerversal is HIDH-outerversal.
