At least that way, if the back one got hit from back or side they had the one in front as protection. I agree it's not ideal to stand between 2 vehicles in this situation but they did that to hook that car up and get them out of the roadway so there wasn't anymore accidents, injuries, or possible fatalities. In my humble opinion they did what they could to ensure public safety so I'm not gonna trash talk them.

Kudos to the guy that filmed this... even before the accident, he was driving appropriately for the weather conditions... maintaining a safe distance from the car in front and you could tell when cars in other lanes beside him hit their brakes, he braked slightly too. This not only keeps him from possible danger, but gives the driver that's breaking a way out if they need to go around whatever they are braking for. Excellent driving by whoever did this video.
It's another case of too much speed & not enough distance... To save a few minutes off the journey home & the end result is absolute carnage,. If this was the UK, the information boards would be warning drivers to slow down to a certain speed & maintain the correct distance, once the accident had started the hundreds of CCTV cameras would have immediately notified EMS & the nearest garage/repair service to get there & clear the road... We don't have huge highways like yours so if there's a big pile up like this one the EMS struggle to get through to the injured so that's the contingency plan. Most drivers hate it, the surveillance is too many intrusive but then something like this happen's & if you're caught up in it you end up being grateful for all those eyes watching youm🤷🏼♀️
