Yh he defo lied when he said another member of staff I think. Plus from where I've grew up, I've had teachers have relationship with other teachers (dating, married etc.) but like not anything inappropriate that I know of.
I mean it's fine if it was teacher + teacher relationship cuz they're actual adults but teacher + student relationship is wrong. So basically, im saying that Theo kinda told a half lie but who knows!!

He's just using Lily to get close to Stacey. I bet he was a in a relationship with another teacher and got obsessed and weird with her. I think he is the type who gets obsessed with a woman he likes, stalks them. When he says he is in a relationship with someone i think he isn't but in his mind he is convinced he is. Theo is a nice guy and he is trustworthy. Theo found a phone on the floor with Stacey speaking to someone. He picked it up innocently as he looked to see who dropped it. Theo took Lily to hospital while she was having pains. He phoned Stacey but she left her phone in her room. Theo picked up Stacey's perfume. He wants to surprise Stacey when he buys her a new one. Theo is great with Lily by helping her complete her school work. Theo is a blessing to all the slater family.
