I think it would work best for players who like to do "pretend" birthdays on long or frozen lifespans; maybe even story players. Because of seasons, a sim "year" can go by, but players may not be ready to age their kid sims up yet, so they celebrate a birthday without aging up the kid at the party (there are mod cakes that gives the candles celebration, but doesn't age the sim up), and that way, you can still have a kid to open presents and get kid toys. For example, let's say your child sim is 6 turning 7, or 9 turning 10, still a child sim, but having a birthday. There's also the present box from Seasons, that way, the adults and guests at the party can add as many presents as they want to the pile.
This is such a detailed mod holy moly the birthday hats 😍! I think it would be great for toddlers and kids too but I wouldn’t age my kids up until after the party so it can still be enjoyed for them.

I like this with a mod i spoke about a while ago. the ageless birthday mod. there is an option on the cake to age up. but the cake gives a fake age up so you can decide when the kids get older. if you have sliders you can even make them taller gradually
