It's because some of the voice actors couldn't voice the characters they're known for in a fitting manner. Like for example, Hanser the chinese voice for Bronya announced that she couldn't voice bronya in a mature tone so someone else had to do it but I'm pretty sure she still voiced the adult Bronya in APHO in terms of gameplay so i was quite surprised and not at the same time when i saw that she voices Silver Wolf which is technically a younger Bronya but Bronya Rand is voiced by someone else. To put it in a short way, they're passionate about the characters enough to want the voiceovers to be more fitting, unlike with some of the english ones, no offense but some of them are really just eh (clara's Ultimate voice line)
