What the consulatancy are talking about are the scholarship generally provided by the University itself ; 30 % 40 % Off in Tution fee ; You should try for RA/TA to get your admission fee waived fully and also get Stipend

Yes you can, target average university in Feb. Top ranked universities do not provide scholarship for late applying.
