Not in all characters though, sometimes it's a trade-off. Shorty B for example can be better than Shorty C. You get almost same power without compromising. Same happens with other characters. It's a great game anyways.
Many shots become incredibly slow with C. Psychic team members all have good movement speed so there's no downside. Criminal team benefits much more from B as their default speed is already very slow
