No, it is not.
It is a liberating command to those who found themselves living in an excruciatingly difficult social situation which was not of their choosing.
This scripture gives slaves what society denied them - agency, the ability to exercise choice and the opportunity to live out worthwhile, joyful and fulfilling lives as children of God in the midst of that extremely difficult situation.
I don’t expect anyone without the Spirit to understand, so if that is your condition then you will find this impossible to comprehend.
But Paul’s inspired words here are and were powerful.
