11. 할까요? VS 해요. : Yes, there is a reason to use the different sentence endings. '할까요? (shall we?)' is more polite as it’s an indirect way to make a suggestion. Whereas 해요 is the same as '-하자 (let’s+verb)’. ('-하자' can be used to your friends for example, 해요 can be used when you talk to someone who is close to you but you should still show some respect, such as close work colleagues.)
18. 때문입니다. VS -거든요.: Yes, they’re interchangeable, there’s just a difference in nuance. You can use때문이다when you need to emphasise the reason as 때문이다 itself literally means ‘it is because -‘.
38. 사용하다 VS 쓰다 : 사용하다 is formal and sophisticated but쓰다 is more colloquial, 쓰다 is often used in formal contexts though.

Yes, you can use the contracted forms on the internet if you can be informal and casual (based on who the target readers are). However, some contracted forms are used in both FORMAL & INFORMAL contexts on the internet such as 얘기하다, 전, 제, 저흰, 절
