short answer: probably, the top shiv player/build uses fortitude so I would trust that over me. Long answer: the reason I say not to go to back to spawn to heal is because you lose rage but rage isnt really the biggest thing to lose because you build it so quickly, and if you buy fortitude you have to stay out of the fight so long that you lose rage anyways so your damned if you do damned if you dont. I would rather get life steal over more health for 1 reason frenzy, frenzy requires you to be low to get any use out of it so I would rather have lifesteal to extend the use of frenzy rather than just having more health. BUT this is not the highest ranked mmr match its only emissary before people start to know how to buy hard counters like decay so take all this with a grain of salt
it frees up gun upgrades, gives movement speed, bonus health, movement slow resist, extra stamina, gives all the weapon buffs from kinetic dash, and let's you consume less stamina for dash jumps. I would buy arcane surge/kinetic dash on every character just to consume less stamina all the other stuff is just extra

Probably to make space for other items, also increases dash range/ult range so not the worst
