    Well...maybe I'll wait for a sale.
I liked the first one, but the gameplay really started to get stale for me by the end, especially with the dlc. Story was great, the stuff with Dr. Octavius and Aunt May was gold. But to me, story is just a nice addition; if the gameplay doesn't hold up, or it leaves me unsatisfied, then to me, the "game" aspect of the game came up short. That said, I'd say I liked the first one, but it got repetitive, and I have little desire to replay it.
What I'm hearing here is that this sequel is more of the same, with very little innovation. Which is kind of unfortunate, because personally, I didn't want "more." I was tired of "more"; I never even completed the dlc of the old game. I want innovation in sequels (where there is room for it; perhaps there was very little room for innovation in a new Spider-Man game), and beyond the technical aspects, it sounds like we didn't get much.
Additionally, story, as a category, is a bit overemphasized in games in my opinion. I personally find that developers are struggling to find a balance between creating an interesting narrative and keeping the pace of the game going; in some cases, the story gets in the way of the game. I think they did a pretty good job in the first game, but in leaning into more story for this one...I don't know. When a story tries too hard, it can come off as trying too hard, trying to manipulate the emotions. It ends up coming off as more of a test of tolerance than something that truly engages the mind or naturally stirs up feelings.
I believe this is a game that, once the hype dies down, will be remembered as a benchmark of graphical performance for the time, and will most likely be criticized for its repetitive nature and fear of doing anything too different from the first gameplay wise. For me, GOTY leans more in the direction of something like RE4 Remake which, while far lighter on story, was still enjoyable and arguably made some improvements in that department, while also being unafraid of innovation with new gameplay mechanics, weapons, balancing, sequences, and so on. Despite being a remake, it is, ironically, more of a sequel than many sequels.

Yeah if you were already burning out of the gameplay from the prior games I'd say wait for a sale on this one for sure.
