Why does the vault perk deactivated? Can only be used one time per chase?

only if you are healthy is this perk activate and cooldown is 30 seconds

I used to think the same thing, until I actually started playing Tomb Raider games and realized that they were different. Personally, I think I like Lara’s games more than Re:3.
